Update on Cheltenham development

I'm writing this to all those who have contacted me about the proposed Cheltenham development or those who made submissions to the Development Policy Advisory Committee (DPAC) as published on the Planning SA web site.   As many of you will know, once public submissions have been made on a re-zoning, the process becomes secretive.  We will never know how our submissions were received and what advice the DPAC ultimately gave the Minister.  All we know is that on 14th August, Minister Holloway approved the re-zoning with immediate effect.  You can download the final version and Minister's media release here.   The next stage of the process was that the Re-zoning was referred to the Environment Resources and Development Committee of State Parliament (ERDC).  I sit on this Committee along with 2 Labor, 2 Liberal and Independent, Dr Bob Such.   At its last meeting, I moved that the Committee resolve to OBJECT to the amendment on the grounds that it provided inadequate open space and that it missed a vital opportunity for stormwater recovery and re-use.  These were the two main themes arising from the public consultation.   I'm disappointed to have to report that the 2 Liberal and 2 Labor members voted against Dr Such & I, and the Committee resolved instead to NOT OBJECT to the re-zoning.  This means that the matter will NOT be debated in Parliament and the re-zoning stands, with no right of appeal.  This is a bad outcome for the western suburbs and a bad outcome for future water management possibilities.   Rest assured, I will continue to work for more sustainable planning outcomes, particularly in relation to open space and water.  I recently commissioned a report on how Adelaide can be self-sufficient in water without relying on the River Murray or expensive, energy-hungry desalination.  You can read my report here.  I will also be introducing a Bill into Parliament to require developers to set aside land for stormwater recovery as well as for recreational open space.

Well done City of Adelaide councillors. What a brilliant concept for Victoria Park. It will be an $8m wonderland, as opposed to the $55m govt grandstand for the SAJC.

We at Cheltenham would have hoped for the same (+ weekend grocery markets and other stalls, etc), if racing did not continue on the superb Cheltenham Racecourse. The announcement to subdivide unsubdividable land held for the people of Adelaide in perpetuity was another sad day for residents.

But, CONGRATULATIONS to you on realising the gem... Now...I'm off to sell my house and shift into this Council area...

Cheltenham re-zoning ‘a joke’

The decision to rezone the Cheltenham Racecourse to Residential is an insult to the local community, and shows that the Government cares more about private profit for the racing industry than it does about saving water or providing open space for the western suburbs, says Greens MLC and environmental planning lawyer Mark Parnell.

“The process has been appalling, and the result even worse,” said Mr Parnell.

“At the public meeting 12 months ago, the Greens urged the Government to go back to the drawing board rather than creating yet another bog-standard housing estate on valuable open space.  Instead, we are facing wall to wall housing on the majority of the old Cheltenham Racecourse.

“As the River Murray and Lower Lakes slowly die from lack of water, the Rann Government is covering with concrete an amazing opportunity for Adelaide to become more water self-sufficient through stormwater capture and re-use.

“The consultation process over re-zoning is a joke.  It is an insult to the community, particularly those who took the trouble to put together alternative proposals for the use of this critical parcel of open space. 

“We will never know how seriously the Government took suggestions from water experts to use Cheltenham for stormwater collection and open space, because the Government’s secretive Development Policy Advisory Committee have refused to tell the community what advice it gave to Minister Holloway before he made yesterday’s announcement.

“Plonking hundreds of houses next to a railway line does not make this a Transit-Orientated Development, despite the Government spin.

“In years to come, we will look back on this decision as one of the worst missed opportunities to make Adelaide water–secure and sustainable,” he said.

Thank you for your efforts in trying to stop a disaster in slow motion, this Cheltenam decision.
I wish there were more politicians driven by ethics, rather than by party political contributions. This secretive decision process favours business as usual over our environment with its finite resources.  It is inept, done without understanding of our real context for the future.

It amounts to one more “going BACKwards” statement from the State Labour Government.

I have copied this email to people who might better understand the significance of the Cheltenham decision taken by people who pretend to represent our best interests.
